In 2015, the United Nations Climate Change Conference adopted the Paris Agreement, proposing all parties strengthen the global response to the threat of climate change. China was a vital promoter of the conclusion of the Paris Agreement, as well as an active practitioner in its implementation. On September 22, 2020, the Chinese government proposed at the 75th session of the United Nations General Assembly, “China will strengthen the nationally determined contributions, take more powerful policies and measures, strive to peak carbon dioxide emissions before 2030, and try to realize carbon neutrality before 2060.” On March 5, 2021, a Report on the Work of the Government of the State Council in 2021 pointed out conscientiously implementing carbon peaking and carbon neutrality tasks, formulating an action plan for peaking carbon emissions before 2030 and optimizing the industrial structure and energy structure. Under the dual carbon goal, the global installed PV demand is accelerating, whilst silicon, as a core raw material of the PV industrial chain, witnesses a strained relationship between supply and demand.
